How we measure
What the counter counts, and what it leaves out.
The metric is deliberately narrow — a deliverable is on time only when the published artifact is shipped on or before the due date we set at intake. We do not average in agency-style "we got there" judgment calls. If the published date slipped a single day past the due date, the deliverable is late and the rate falls.
The headline is computed against everything with a due date in the current calendar month. The three rolling windows (last 30 / 60 / 90 days) cover the same set of due dates, scoped to that window — so a buyer can see whether the cadence holds up over three months, not just one. The full underlying ledger lives at /admin/queue and is refreshed daily.
On time
Status = done. Published date is on or before the due date. Counts toward the numerator.
Late
Status = done, but published date is after the due date. Counts toward the denominator but not the numerator.
In flight
Status is anything other than done and the due date hasn't passed yet. Held out of the rate until the month closes.
